As the country grows ever more fearful in the wake of the Sept. 11 attacks, as anthrax anxiety spreads with greater speed and ferocity than the spores themselves, as stress levels rise and people think twice about sitting near windows or sending kids on museum trips or picking up the mail, it is worth remembering that the country has been here before.
