In 1965, Undersecretary of State George Ball advised President Lyndon Johnson that the American war effort in Vietnam was self-defeating: the more foreign troops were sent to prop up the government of South Vietnam, the more South Vietnamese would become alienated from their government (Johnson of course ignored him).
