Oct. 27--Facing the prospect of thousands of Arkansans enduring winter with no heat, state regulators Thursday offered an emergency plan to aid low-income natural gas customers who have been disconnected for nonpayment.
Public Service Commission Chairman Sandra Hochstetter said 29,500 Arkansas households are without gas service because they can't pay their bills. More than 7,500 face being shut off unless they pay past-due amounts.
