The National Institute of Corrections' (NIC's) experience with local governments has shown that jurisdictions that intend to build new jails rarely have the expertise to adequately plan, design, construct and make the transition into these new facilities. The initiation of a jail-planning and construction project brings with it a series of major decisions. Such decisions include where to build the jail, who will be incarcerated in it, what law enforcement agencies will be served, what size the housing units will be and how to work with jail planners and architects.
