MILWAUKEE (AP) -- Half of Wisconsin counties built or expanded jails in the past six years to relieve overcrowding, but as crime rates drop, those jails now house hundreds of empty beds.
"There has been poor decision-making in many cases," said Stan Stojkovic, a professor of criminal justice at the University of Wisconsin-Milwaukee. "Most jails do not need to be built as large as they have been."
Dodge County planned to rent out extra space in its new 358-bed jail to the state Department of Corrections or to other counties with overcrowded jails, the Milwaukee Journal Sentinel reported in today's editions. But the state didn't need as much space as ...
