THE 2008 DATELINE FOR THE BEIJING OLYMPICS MAY SEEM A CONSIDERABLE WAY AWAY, BUT, BY Chinese standards, the date isn't far off at all. It's not just that seven years is nothing in the sweep of China's multi-millennia long history, but also the contemporary experience of progress on major petrochemical developments in China has been, dearly by Western standards, very slow. Take the example of Shell's Nanhai project: it was first discussed in 1989, but the final agreements with China National Offshore Oil Corp. (CNOOC) and the Chinese government have only been signed within the past 12 months.
