As the debate over the availability of credit intensifies, a Federal Deposit Insurance Corp. report issued Wednesday quantified the extent to which bankers' lending standards have shifted.The data could hardly have been less conclusive.

The FDIC's semiannual report on underwriting practices showed almost as many cases of easing standards as it did of tightening ones in the six months that ended Sept. 30 -- with 6% of banks applying tougher standards against 5% with looser ones.

During the same period, the number of banks with increased credit risk jumped markedly, while institutions with increased risk in their underwriting practices rose slightly.
