Stunned by a federal biological opinion that could lead to major changes in commercial navigation on the Missouri River, the Midwest navigational industry says it will challenge the opinion and work to find alternatives that will not disrupt barge traffic on the river.
And they could be helped by the new administration of George W. Bush, who has said he opposes the changes.
