A December report released by the Defense Department has concluded that three top officials of the Army Corps of Engineers manipulated the $57 million Upper Mississippi River-Illinois River Waterway System Navigation Study.

The U.S. Army Inspector General Office's report also concluded that the Corps is biased toward major construction projects. The "Grow the Corps" program placed "pressure on Corps leaders and managers to justify projects," the report says.
