EXECUTIVE SUMMARY
WHILE thousands of people are still being added to L.A. County's 25 largest cities, the rate of population growth has slowed to less than 1 percent per year. Also, for the first time in more than 100 years, Latinos have emerged as the largest ethnic group in both the city of L.A. and the county as a whole. By the time of the next census, they are likely to be an absolute majority.
