LA JUNTA -- Everyone in Colorado knew the results of their election issues last Tuesday - everyone, that is, but folks in Otero County.
Like Fowler School District Superintendent Larry Vibber.
Vibber and his small district east of Pueblo had placed the most important question in years on this November's ballot: a $2.1 million bond issue for a new elementary school for its 200 students. The new school would replace two aged schoolhouses that date back to 1903 and 1917.
But the mailed ballots intended for Fowler School District's 1,400 voters were mailed to people in Swink School District, 25 miles ...
