When Russell Benford began his career with the village of Hawthorn Woods in February 2000, he quickly became accustomed to the looks of surprise he would get from those meeting him for the first time.
For one, he was 31 years old, an age significantly younger than most village administrators. Second of all, he was black.
"I've never met another black village administrator in Lake County," he laughed. "That threw people a little bit. But it's also good. When I go to Target or the YMCA, I kind of stand out so people know me. There is a small-town feel."
