A $1.5 billion project to rebuild the Dakota, Minnesota & Eastern Railroad and extend it to the Wyoming coal fields was endorsed Monday in a final federal environmental impact statement.
The impact statement recommended against a bypass around Rochester. Representatives of the city and the Mayo Clinic said they remain opposed to coal trains running through the city, despite the statement's recommendations for noise mitigation and two street overpasses. Both sides said litigation is possible.
