MIAMI _ New Justice Department regulations will make it more difficult for foreign nationals in longterm detention to go free despite a landmark Supreme Court ruling this past summer ordering the release of such detainees.
According to recently published regulations, the Attorney General can invoke "special circumstances" such as terrorism, national security, danger to the community and even health reasons as justifications to keep a foreign national in indefinite custody. Health reasons include mental disorders or highly contagious diseases such as tuberculosis, smallpox or yellow fever, according to the new rules.
