There are some things government money can't buy - for instance, replacement bulletproof vests for the Syracuse police department.
A bulletproof vest is issued free when an officer is sworn in. After five to 10 years, the vest's stopping power breaks down and is no longer guaranteed by the manufacturer. It's then up to the officers to buy the vests.
