Many cities and states use art as a resource for community development. Potential economic benefits are increasing tourism, stabilizing property values, and promoting jobs. Other less tangible benefits are improving intercultural relations and building a more cohesive, participatory civic life. In this article, I will assess one effort in Santa Ana, California, to promote community development via the arts. I will focus on one city, identifying key pitfalls and strategies for avoiding them that can be generalized to other cities.
