WALNUT CREEK, Calif. _ Contra Costa County did not intentionally discriminate against women and minorities in awarding contracts for county business, a federal judge ruled Thursday in an important civil rights case.
The class action lawsuit by the National Association for the Advancement of Colored People and several businesses was the first in California to challenge a county's contracting practices after state voters in 1996 barred racial and gender preferences.
In this case, the NAACP charged the county's efforts to attract minority- and women-owned businesses to apply for contracts was so lackluster it amounted to discrimination.
