Most women rely on insurance to help them pay for needed medical care. Many poor and low-income women, however, either have no health insurance or have coverage that specifically excludes abortion services. In 1991, for example, almost half of poor women aged 15-44 were covered by Medicaid, (115) but for many of these women, coverage did not include abortion services except in very limited circumstances.
