Delors, the history man
A YEAR ago in Bruges, Mrs Margaret Thatcher raised the spectre of a "European super-state, exercising a new dominance from Brussels". On October 17th Mr Jacques Delors, the president of the European Commission, chose the same venue, the College of Europe, to say, in effect, that a super-state is exactly what European history demands, and that time to build it is running out. Mrs Thatcher's speech was short, to the point, and did not look much beyond 1992. Mr Delors's was long (the text filled 40 pages), grandiose and visionary. But its underlying thesis may prove a turning point of sorts, nonetheless.
