The Army needs to integrate earlier testing to accelerate acquisition plans, according to Air Force Maj. Gen. Claude Bolton, who has been nominated by President Bush to be the new Army acquisition chief.
"The way in which we integrate test and evaluation into this process must be improved," Bolton said in response to advance questions from the Senate Armed Services Committee (SASC).
