Wally Ruttgeizer established Parterre in March 1999 on the same day that he ended operation of Pinay Flooring Products and its trade style, Wonder Works of America. A few weeks later, T. Fred Roche, former vice president of U.S. sales for Crossley Carpet Mills, joined the company as a co-shareholder and executive vice president.
