The report, which was formally adopted by the Commission on November 30 =(COM(2001)708), says that greenhouse gas emissions (GES) - excluding =those linked to changes in land use and forestry - in the EU dropped by =4% from 1990 to 1999. By the end of the decade, CO2 (carbon dioxide) =emissions were slightly lower than in 1990 (-1.6%) while CH4 (methane) =and N2O (nitrogen oxide) emissions had fallen, respectively, by 17% and =14%.At this stage, the Commission's experts say the EU as a whole is =actually meeting its targets set for the year 2000 and the benchmark =period of 2008-2012.
