Among other things, developments since the shattering morning of Sept. 11 have demonstrated that the subject of government management is more than just a matter of dollars and dimes. Incompetence, inefficiency and bureaucratic turf battles all likely contributed to our being blindsided by the hijackings and anthrax attacks. They're also likely slowing the pursuit of those responsible and the belated shoring up of internal and external security.
