It sounds like a horror movie sequel: Return of the Car Tax.
In 1991, the state imposed a car tax of 2 percent of value to try to deal _ it turned out unsuccessfully _ with the budget deficit of that year. The tax was supposed to be temporary. But when the economy recovered in the mid-1990s, it still took political teeth-pulling beginning in 1998 to cut the tax by 67.5 percent.
