Dec. 13--DENVER--Transportation funding looms as a major campaign issue if Gov. Bill Owens and Senate President Stan Matsunaka end up running against each other in next year's gubernatorial election.
Owens flatly rejected raising taxes, while Matsunaka said he can support a combination of tax and fee increases, as both spoke Wednesday at a Colorado Press Association legislative forum in Denver.
Owens, a Republican, expects to announce for re-election after the first of the year. Matsunaka, a Loveland Democrat, already has launched his campaign for his party's ...
