Dec. 14--City Councilman Brian O'Neill says he just wanted to protect his neighborhood from unscrupulous used-car lot operators -- or "scumbags," as he calls them -- but instead he picked a fight with every car dealer in town.
O'Neill has a bill pending before Council that would require car dealers not operating in the city before Nov. 1 to get approvals from the Zoning Board of Adjustment before they could open along major commercial roads like Roosevelt Boulevard and Ridge Avenue.
