AS THE CROWDS that were fleeing via Budapest and Prague now appear on the streets of Leipzig and Dresden, one of the ironies of the East German situation has gone unremarked.
For forty years, the guilts of World War II have been borne by West Germany alone. A free state and the ally of free states, West Germany has investigated its past, punished Nazi collaborators, given money to Israel, and so forth, and so on.
East Germany has been above all that. Communism, it believed, was enough to inoculate it against the taints of the past. ...
