This paper examines a conceptual framework for transformational conflict resolution using ten propositions. The propositions are explained and related to efforts at peace building by NGOs in post-conflict Northern Ireland. The context of the Northern Ireland conflict is outlined in the first part. In particular, the paper considers the contribution of British Government-and post the 1985 Anglo-Irish Agreement, the Irish Government-policy to improving community relations in Northern Ireland.
