The definition, implementation, and integration of empowerment concepts is said by at least one expert to be "something of an enigma" (1(p18)) in health care organizations. According to Tebbitt, "empowerment means creating and sustaining a work environment that speaks to values that facilitate the employees' choice to invest in and own personal actions and behaviors resulting in positive contributions to the organization's mission."
