Syracuse Mayor Matt Driscoll offered conditional support Thursday to The Pyramid Cos.' request to put the existing and expanded Carousel Center mall in an Empire Zone.
In a memo to Onondaga County legislators, Driscoll said he could support putting a portion of the project into an Empire Zone - where it would be eligible for state-funded tax breaks - on two conditions:
If the state approves Syracuse's request to reclaim 86 of the acres the city can allot for Empire Zones.
If the county agrees to "save" 30 of its own acres for future economic development projects in the city.
