A decision on the Dakota, Minnesota & Eastern's proposal to build a new line into the Powder River Basin coal fields could be less than a month away. The Surface Transportation Board issued a Final Environmental Impact Statement on Nov. 19, 14 months after the Draft EIS went our for public comments; it drew about 8,600. The Final EIS proposes environmental mitigation measures costing around $140 million, or 10% of the estimated $1.4 billion cost of the project. The STB's ruling could come as early as 30 days after the Environmental Protection Agency published a Notice of Availability of the Final ETS on Nov. 30.
