Carrying concealed weapons was a frequent topic of debate in the 1800s.
In 1896 the debate ran all the way to Frankfort to the Kentucky General Assembly.
Early in the session a move was made to get tough on those who carried hidden guns. A bill was introduced to make carrying a concealed weapon a felony punishable by imprisonment in the state penitentiary for not less than six months nor more than two years.
Kentucky's constitution contains in its Bill of Rights a clause listing a citizen's right to bear arms in defense of themselves and the state. But it also specifies ''subject to the power of the General Assembly ...
