WASHINGTON, Feb. 7 /PRNewswire/ -- Home prices in the final quarter of 1989 followed a trend of strong appreciation in many less-expensive areas nationwide.

Some second-tier markets posted price gains surpassing those of high-cost areas in the West, according to the National Association of Realtors.
