CAUTIOUS SPENDING PROGRAMS PREVAIL
WEST BERLIN (FNS) -- West German textile manufacturers are "being conservative" about capital investments, observers here say.
In most cases, capital investments for 1990 are the same as or less than the capital investments for 1989. One reason is that West German mills tend to use more bank financing and less of their own capital than their U.S. counterparts, said a textile company executive.
"As soon as profits go down a little, people get cautious," he added.
