THE Government was warned last night that it left itself looking arrogant by refusing to back down on calls for a public inquiry into the foot-and-mouth outbreak.
Shadow Environment, Food and Rural Affairs Secretary Peter Ainsworth claimed the Government was "digging itself into a hole" on the issue.
