Scott Royce was looking forward to his transfer from the overcrowded Dane County Jail to Oakhill Correctional Institution in Fitchburg.

But when he arrived Friday at the minimum security state prison he found himself locked in a segregation unit with no books, radio or television. Meals are served through a slot in his 8-by-10 cell.

Royce and some of the 13 other inmates -- state probation and parole violators moved as part of a deal between the county and state to temporarily ease crowding at the county jail -- were picked because they needed drug treatment, which Oakhill provides.
