RICHMOND -- A state Senate justice panel led by Sen. Kenneth W. Stolle Wednesday postponed a proposal to allow more evidence for criminal appeals and turned back an effort to place a moratorium on the death penalty.
Stolle, chair of the Courts of Justice committee, turned back an effort to liberalize the rules allowing evidence under the state's 21-day rule. Virginia allows inmates three weeks after their conviction to introduce new evidence.
The law is considered the toughest in the nation. Only DNA evidence is considered after the three-week window. The new proposal would have allowed much more ...
