Nobody has a tougher task in the next phase of the war against terror than Hamid Karzai, Afghanistan's interim leader. Karzai was appointed to run Afghanistan on a temporary basis by a conference held in Bonn, Germany, last November. Yet his country is utterly destroyed, and his administration needs foreign aid just to pay its own meager salaries. This week Karzai comes to Washington to visit President George W. Bush. He spoke to NEWSWEEK's Lally Weymouth by phone before departing Kabul. Excerpts:
