Qatar is seen as the country in GCC where Western-style democracy may have the best chance of being implemented. The emir has indicated that he would like to apply in the emirate several of the democratic measures seen in the West, and has taken some steps in this direction.
From the political perspective, compared to other rulers of the GCC, including that of Kuwait which is the most experienced in democratic practices, Shaikh Hamad has proved to be one of the most liberal-minded rulers in the area.
