Abstract
Forced amalgamations among formerly independent municipalities in Ontario have been the most contested aspects of the Province's restructuring plan initiated in 1995. A major concern of residents has been the threat to community identity, which is understood to include local natural and cultural landscapes and the social values and traditions they represent, and is recognized as a central factor in community and environmental sustainability. Maintenance of community identity has become a commonly stated goal of municipal Official Plans, but was essentially neglected by provincially appointed restructuring advisors.
