THE ISSUE OF WHETHER to rezone agricultural land to allow a significant gravel pit in the middle of an agricultural area and next to the Willamette River is a big one. Many concerns have been aired about this issue to date, most of them focusing on farmland destruction, wildlife and the significance of the gravel resource itself.
