There has always been grumbling about the pricing practices of major oil companies in relation to how a refiner/supplier sets prices for its proprietary retail outlets vs. the price its branded marketers can purchase motor fuel on a wholesale basis.

Spurred on by what it calls "the unprecedented willingness of big-box retailers and major oil companies to use motor fuel as a 'loss leader' to gain market share," the Texas Petroleum Marketers and Convenience Store Association has decided to do something about it.
