The Canadian government's war on smoking never seems to stop, not even for a moment. In recent months, new tobacco packages with illustrated health warnings--some of them grotesque--have been arriving in Canadian stores, begetting a new market in attractive slipcovers. Meanwhile, Canadian municipalities--notably Ottawa and Edmonton--have been tightening bylaws on public smoking. As smokers struggled to adapt, federal Health Minister Allan Rock opened a whole new front on August 14.
At a meeting of the Canadian Medical Association in Quebec City, Mr. Rock announced plans to forbid tobacco companies from labelling or marketing cigarettes as "light" or "mild." ...
