No one wants California to undergo the electoral agony Florida suffered in 2000 when the America's presidential future for a month hung by a few hundred chads. Voting should be as efficient and error-free as is reasonably possible.
That's why the Legislature placed on the ballot Proposition 41, the Voting Modernization Bond Act. It would sell $200 million in general-obligation state bonds to help pay for modernizing voting machines used by the counties. Interest on the 10-year bonds would be about $55 million, making the total cost to taxpayers $255 million.
