EXPERT LICENSES: A NATIONAL SECURITY ISSUE
THE US GOVERNMENT SPENDS roughly $40 million on licensing at the Department of Commerce and Department of Defense. This amount does not include the licensing staffs and budgets at the Department of State, Department of Energy, Department of Treasury, the National Security Council, and the intelligence agencies.
Thirty types of export licenses and over 1,000 government employees are involved in the export control process. To receive a validated license to a Western destination, a company may wait six weeks to three years as its application passes through over 20 decision-making steps.
