STUTTGART, Germany--The old saying, "Hindsight is 20/20," aptly describes how many telecom experts assess Europe's recent expensive spectrum auctions. If they had it to do all over again, many would opt for another way.
Nevertheless, the head of the telecom section of the Paris-based Organization for Economic Co-Operation and Development, which is publishing a paper on the issue this month, insists that auctions--not so-called "beauty contests"--are the best way to allocate spectrum.
"More and more countries will go to auctions," says Dimitri Ypsilanti of the OECD. "There has been a clear trend in that direction."
