SALEM - Two Eugene business groups Thursday challenged the city's new land use code on the grounds that it fails to provide clear and objective standards for development.
Lawyers for the two associations also argued before Oregon's Land Use Board of Appeals that the city's Land Use Code Update amounts to a "stealth" attempt to effectively restrict development in a way that bypassed state land use requirements.
The appeals board said it would issue a decision by Feb. 28.
