Feb. 15--In early March, when the wildflowers are still asleep, Houston roadsides will sprout billboard messages such as "There's a change in the air," and "So we can breathe it. Not see it."
The catchy phrases will be the harbingers of a public information campaign that will later include radio ads and mailouts to drivers whose annual vehicle inspection stickers are about to expire.
The aim? To acquaint local motorists with AirCheck Texas -- another potentially unpopular anti-smog measure that officials say will require patience and cooperation to succeed.
