More than 2,500 Massachusetts facilities store toxic and hazardous chemicals - prime terrorist targets virtually ignored by state and federal authorities since Sept. 11.
Despite vowing an all-out effort to combat the threat of terrorism, state and federal regulators have taken no steps to reduce toxic chemicals or to regulate security at the facilities, comprised of private companies, hospitals, schools and public agencies, whose operations are detailed in public records.
