The myth behind the ozone hole scare

Without any hard scientific evidence that chlorofluorocarbons are causing catastrophic ozone depletion, representatives from 80 nations agreed May 2 to a total ban on CFCs by the year 2000.

The decision, taken at the end of a United Nations Environment Program conference in Helsinki on "protecting" the ozone layer, goes far beyond the protocol adopted in Montreal in 1987 by 17 nations, which called merely for halving the production of CFCs by 1998.
